People were used to be robbed of their productive labor by armies of communist bureaucrats. During the changeover, those in power had to create a new mechanism to do the robbing, and then get the people used to that.

A mob-based "protection style" racket was worked out, which has as a benefit a marked similarity to the bureaucratic brutality the people were used to, and as a plus, no pretense that it's for anyone's benefit but the mob bosses.

The biggest problem after that was then tying the "new" mob bosses to the "new" government, which given that the names of the "leaders" were (for the most part) the same, proved not to be so difficult.

Vladimir Putin probably deserves the chief credit for then formalizing the relation between what would now be called "business leaders" and the "democratic government".

Remarkably, at no point did the actual robbing of the people cease for so much as a day, from Communism to Mob boss rule to formalized Syndicalism. I won't say it was "efficient", or that quite a few people didn't get to change statuses, but the broad sweep of exploitation was uninterupted.
