Communism is a system of allocating resources the the people and creating a socially equal result. All citizens will be given the same resources at the same amounts. Everything is essentially communally owned, and communally produced. As a result, there is no social stratification - nobody is rich, nobody is poor. We have made it out to be an economic system. However, in order to do this, there must be a very strong central government that can exert its power over all the peoples of the nation in order to carry out the distribution of wealth. Therefore, communism becomes a form of government.
