This depends upon your definition of 'poverty' and the location. A general measure of poverty within a country is below the median of average income (which means: 50% below average income). By this definition, at least 25% of any country is in poverty. Other definitions include artifically-chosen numbers, such as the dollar-a-day ($365) income line. In general, poverty is difficult to measure and the poverty line varies from place-to-place.
