If a country has a poor level of economic development, they will likely lack the monetary resources to build roads and/or maintain a sufficient level of emergency response and preparedness (police, EMTs, fire-fighters, etc.) thus making access to healthcare, nutrition and adequate protection after a major storm or other natural disaster a difficult proposition at best.
