Bir Tawil is land locked so there would need to be either road networks built between the town and Egypt / Sudan in order to bring in material or there would need to be a moderately sized airport to be built in the area to bring in resources for building. If the road is built then the town is not self sufficent and would be able to be cut off at any time or either nation could declare the land was always theres when they decide on what border they want and then any town there would be annexed. So an airport would be best and would run into the hundreds of millions of dollars but a road would cost aboat the same and have strict regulations due to going across borders. the town would also need air conditioning and electricity to attract people to live in it. there would need to be money needed to pay for construction and security and genorators and importing needed resources. the cost would be in the billions of dollars.
