It is.
Think of it this way.
If, for sudden reason, Bill Gate moves to Zimbabwe and applies for a Zimbabwe passport, he will increase the GDP of Zimbabwe.
However, the standard of living for Zimbabwean may still decrease and still has a high GDP (thanks to Bill Gate's money)
