In almost all cases, the military and a government should each have distinctive roles that will enable a war to be carried out in an efficient, effective and least costly manner. The failure of a government that has "created a policy of war" to draw clear lines of responsibility will often result in confusion. A government must make clear what the authorities of the military and the government have. If not done, then there is the possibility of having generals make political decisions and government officials making military decisions. By saying this, I am speaking about what can be called a "nuts & bolts" military decision to act as opposed the the governments role of making general policy. As a quick example. In WW2, the location of the landing in France on D-Day had to be made by the military, not by government officials. On the other hand, the decision of the US to use its full capacity to prosecute WW2 was a political decision.
