No. The annual budget is controlled by Congress as much as it is by the office of the President. The President can propose a budget, but he must propose one that will pass the House of Representatives and the Senate. The last time there was a budget surplus was in the years 1998, 1999, 2000 and 2001. In all four of those years, the Republican Party controlled both the House and Senate.
