Those who have read the Doctrine and Covenants don't see it as Joseph Smith commanding people, because it isn't. Very little of it contains commandments that are applicable to everyone in the Church. Most of it is just a document explaining how the church should be organized and operated. The rest of it is explanations or clarifications of doctrine, important church history events, or descriptions of visions that Joseph Smith and others had which contain no commandments. It is easy to believe that the commandments are actually from God and not from Joseph Smith because they have nothing to do with Joseph Smith. For example, the Word of Wisdom. Why would Joseph Smith care if people were drinking alcohol or smoking? He wouldn't, but the creator of our bodies, God, would. Doctrine and Covenants section 77 is a revelation given to Joseph Smith about the book of Revelation in the Bible. In it, Joseph Smith asks questions regarding things mentioned in the Book of Revelation, and then records the answers he recieves. Joseph Smith published several things, most famously, The Book of Mormon, which he published in the United States and England. He also published the Doctrine and Covenants and a newspaper or two.
Brigham Young's last words were "Joseph, Joseph, Joseph" presumably about the Prophet Joseph Smith, Jr.

The laissez-faire doctrine was put forth by Adam Smith and John Stuart Mill in the mid 1800's. It held that the economy functioned best when it was unencumbered by government regulations.
