There is no common definition for poverty that is accepted by all countries and organisations. Generally poverty refers to material deprivation and the state of being deficient in means of subsistence. What is more useful in defining poverty is to look at different measurements of poverty which is used. For example, the United Nations use the Human Poverty Index to rate the poverty of a country. There is also the Multidimensional Poverty Index used by the World Bank. Another measurement or index used is the Human Development Index, as well as the Human Deprivation Index. To complicate this further some measurements also focus on one aspect or group, like the Gender Poverty Index, the Gender Development Index or the Water Poverty Index. All of this shows that defining poverty is extremely complex as there is still no agreement on what poverty is exactly.
Definition of Population below poverty line: National estimates of the percentage of the population falling below the poverty line are based on surveys of sub-groups, with the results weighted by the number of people in each group. Definitions of poverty vary considerably among nations. For example, rich nations generally employ more generous standards of poverty than poor nations. Around 2% of population

All the animals/humans in a group living in a desert could be uniformly considered poor. but lets address here only relative poverty between individuals in a human group/settlement. Also poverty would be taken to mean material poverty, not those disadvantaged from accessing natural resources due to their position in the tribe heirarchy. Then, I think poverty started when private property started. When individuals began claiming their rights over certain things more than they could use then they are considered rich, due to the presence of such 'spare' resources. And those who are cut off from accessing those spare resources of the rich are considered poor. Legal rights Spare resources are guaranteed by the State.
