The Special Economic Zones (SEZs) are areas established by the PRC government in the 1980's and 1990's as areas for foreign investment and industrial development. Features included greater local autonomy for governments, large tax breaks for businesses and foreign investment, and exemption from many Chinese regulations. Famous SEZs include Shenzhen, Guangzhou, Hainan Province, Xiamen, Shanghai-Pudong, Shanghai-Hongqiao, and Dalian. Today, following further reforms by Jiang Zemin and Hu Jintao, SEZ status is largely irrelevant, as the whole country's economy has largely been "opened up".
