The letter E isn't a mint mark for any mint. The mark is under the date with either a D for Denver or S for San Francisco. Philadelphia pennies don't have mint marks. For a 1939-D or -S, the value ranges from around 15 cents in worn condition up to $8 for a D and $5 for an S.
The great majority of them are worth one cent. But if you happen to have a 1955 "S" mint mark penny, I understand those are worth a fair amount of money.
There has been talk of eliminating the US penny for many years. Before they switched from the bronze alloy penny to the copper clad zinc penny it cost about 3 cents to mint every penny. Even the copper clad zinc penny costs more than a penny to mint. Of all standard issue US coinage only the nickel (5¢) and the penny cost more than their face value to mint.
Because it costs more than a penny to produce a penny.
Regardless of the date, maybe $1.00 if you find someone that wants it, this is a novelty coin not made by the US Mint and has no collectible value.
