The term "economic pie" refers to the use of revenue or income, expressed as a whole amount which must be "sliced up" into the various expenditures. The metaphor is used when one area or sector receives "a bigger piece of the pie", or when decreased resources require "smaller pieces of the pie".

Where the total amount available is fixed, increases in one area must be necessarily offset by reductions in other areas.
