US bills are normally categorized by their series date and series letter rather than the actual printing date. The printing date isn't shown on bills and usually can only be determined by cross-referencing the serial number with BEP printing records, if available.

In any case a 1996 US $20 bill is only worth face value in average condition. A very nice uncirculated one will be worth perhaps $1 extra.
