The reason with the greatest deficit in its net radiation budget is typically associated with areas that experience high albedo, such as polar regions covered in ice and snow. These surfaces reflect a significant portion of incoming solar radiation rather than absorbing it, leading to lower net radiation. Additionally, regions with persistent cloud cover can also contribute to a negative net radiation budget by blocking sunlight and trapping heat, further exacerbating the deficit.
The federal government began running a budget deficit again in 2002 after three years of surpluses primarily due to increased spending following the September 11 attacks, tax cuts enacted in 2001, and a downturn in the economy contributing to reduced revenue. However, one reason that did not contribute to this deficit was a lack of government revenue from traditional taxation, as tax revenues were still being collected despite the cuts. Instead, the combination of increased expenditures and reduced tax income led to the return of the budget deficit.
They are limited by a budget constraint.
It's low military budget
They budget for many reasons; to control spending, to set goals, to control the direction of the company, and to run effectively. Controlling spending is an obvious reason. Setting goals is another. For instance, if x department meets a goal, they may get a budget increase (which can lead to an increase in wages for that department). Allocating monies to a department makes that department want to be more efficient with their money. Budget managers can control the direction of the company by giving or not giving money to certain parts of the company. For instance, in an oil company, a budget manager might give a lot of money to the Exploration department to find new oil, but cut back on the Logistics department. Budgeting is a great way to both force a company to run efficiently and to find out if they are actually doing it. If a department or region is consistently over-budget, they will need to be looked at as to why. If another region is consistently under-budget, maybe they are being allocated too many resources that could go somewhere else.
One possible reason may be if the country has a deficit balance of payment. This means that it imports more than it exports and as a consequences, the exchange rate depreciates (the value of the country's currency falls compared to another currency). In order to have an exchange rate appreciation, an equality between imports and exports is needed and so, the government encourages exports.

The fiscal deficit in India is not fundamentally different from the fiscal deficit in any other country. The public always wants more government spending but they do not want more government taxes. The government attempts to oblige, by borrowing money. The result is a deficit.
