Hello: In a free market most citizens can become entrepreneurs and they will then own and control the means of production. In a free market most citizens may purchase the stock of companies on the stock exchange. They will then own a part of those companies and their means of production. We cannot all own all of the means of production. That isn't ownership. When the state owns the means then the individual person owns nothing. The workers taken together may be sovereign as an ideal but it is impossible for the individual worker/citizen to control the whole of the economy. Karl Marx posited in 'Das Kapital", that the means of production should be taken by force and operated by teams of technocrats who were responsible to the People's "Natural Rulers" by which he mean the land owning nobility. So Marx didn't actually promote worker control and ownership of production. Marx promoted a people with equal power and ownership controlled by a few well meaning wise people. A people who were essentially powerless and owned nothing. The answer to the question is: "The Free Market Economists" believe the worker should own and control the means of production. Each worker may own all of his own company or part of a jointly owned and controlled productive activity. That is the underlying condition in a free market and a free society.
