Such a thing would be theoretically possible but pragmatically unworkable. The primary issue is that the majority of people on Earth require more medical care than their own earnings would justify and from a number of physicians that far exceeds those locally present. It would effectively require a massive tax on the wealthiest citizens around the world to support the infrastructure of this system and drain them of a significant portion of their wealth. Such a system would result in creating immense amounts of poverty in wealthier countries and stymieing economic growth in both wealthy and poorer countries (because people would work less hard if some of their needs are already met and because the incentive to be wealthy drops when the government confiscates all of your larger earnings).
