Why cant we as developed countries regenerate poor countries to a good standard instead of building huge expensive skyscrapers and stuff?

because those countries we give money to will most likely buy weapons with that money and were in the middle of a recession so we need the money, and skyscrapers are normally not built by the government but by rich companies.
