Poverty bay was so named by James Cook in October 1769 because, as he wrote in his ship's log, "At 6 am we weigh'd and stood out of the bay which I have named Poverty Bay because it afforded us no one thing we wanted."
Simply put, this meant that Cook and his crew were unable to procure necessary food and water supplies at the Bay. The lack of opportunity to replenish provisions was largely due to the fact the Cook had to leave the area quickly, after an incident between his crew and the local people which left six Maori dead.

The International Poverty Line was a number decided on by the World Bank during their study on poverty in 1985. They wanted a number to measure the number of people living in extreme poverty. To do this, they documented each country's individual standards for poverty and converted the number to dollars. This amount came to between $275 and $370 per year, or around $1 a day, leading to the name "the dollar-a-day line." The number was revised to $1.08 PPP (Purchasing Power Parity) in 1993. This is only an estimated number since PPP varies greatly depending on the value of currency and cost of goods and services in a country.
Almost two out of five of Los Angeles County's 9.8 million residents do not have enough income to meet their basic needs and many qualify for government anti-poverty programs. An estimated 37.6 percent lived below 200 percent of the federal poverty line, which was $40,000 per year for a family of four in 2006. The cities of Los Angeles and Long Beach fair worse than the County, with 44 percent and 42.8 percent of residents living below 200 percent of the federal poverty line respectively. ? The number of families in extreme poverty declined from 13.4 percent in 2005 to 12.4 percent in 2006.
