In a free-market economy, the various suppliers of goods can increase or decrease production in relation to sales in the marketplace. This means that consumer's needs can be properly taken into account by the suppliers. Conversely, in a centrally planned economy, there is a long time differential between the supply as determined by the government and any changes that the government may make to that supply. As a result, the marketplace cannot adequately take care of consumers' needs.
Additionally, it is not clear that the government will allocate production based on what the consumers actually want to consume. Governments may choose to produce specific products that they wish more members of the populations to have and fewer products that they wish to not be used in society. The amount of product in the market could be set based on bribes and corruption. The amount of product in the market could be based on government interest in companies making the product. There are even cases where the government wants to properly map consumers' needs, but are unable to accurately forecast those needs.
Centrally planned economies have difficulties balancing industrial, agricultural and consumer needs. This is the result of economists trying to figure out what a free market economy already does. Basically, a nation using central planning only, will not be productive.
APEC was established in 1989 to further enhance economic growth and prosperity for the region and to strengthen the Asia-Pacific community.Since its inception, APEC has worked to reduce tariffs and other trade barriers across the Asia-Pacific region, creating efficient domestic economies and dramatically increasing exports. Key to achieving APEC's vision are what are referred to as the 'Bogor Goals' of free and open trade and investment in the Asia-Pacific by 2010 for industrialised economies and 2020 for developing economies. These goals were adopted by Leaders at their 1994 meeting in Bogor, Indonesia.see the related link for more info
A meeting agenda, or meeting papers, outlines a list of meeting activities in the order they will be discussed. Often approval of the previous meeting's minutes will start a meeting. Main points to be included in an agenda include the topics to be discussed and who is presenting. Time for discussion should also be included.
Meeting minutes are used so people who were not at the meetings (like SEC investigators who are trying to prosecute your thieving CEO) can have a good idea of what happened during the meeting. Generally, meeting minutes will be a brief summary of discussions, but the level of detail required should be tailored to your circumstances and your audience.

Keep in mind that if you amend the minutes of a meeting, you change what actually went on at the meeting. Congress is known to change their minutes of congressional sessions. The only way to know what really went on is to watch C-SPAN's live broadcasts. This is legal, by the way.
