In 1953 a paper was published (On the expansion of the tertiary, quaternary, and quinary sectors,' American Economic Review, May. 1953) by Paul Hatt, and Nelson Foote which proposed sub-divisions of the service or tertiary industry sector into quaternary and quinary sectors based on information management (4th sector) and knowledge generation (5th sector), where the term 'quinary' was used to classify industries based on use of knowledge, thus measuring innovation policies and innovation systems.
The tertiary sector is also called the service sector. Tertiary activities involve the selling of goods and products from primary and secondary industries, and the sale of services and skills. Examples of tertiary employment include the health service, transportation, education, entertainment, tourism, finance, sales and retail, plumbers and mechanics. The biggest area of expansion in the tertiary sector in the UK has been in financial and business services. According to government statistics, 25 years ago one in ten people worked in this industry; now this is one in five. The quaternary sector consists of those industries providing information services, such as computing and ICT (information and communication technologies), consultancy (offering advice to businesses) and R&D (research, particular in scientific fields). The quaternary sector is sometimes included with the tertiary sector, as they are both service sectors. Between them, the tertiary and quaternary sectors are the largest part of the UK economy, employing 76% of the workforce.

The QUATERNARY economic sector is said to be that of intellectual organization in a society such as government, research, cultural programs, Information Technology (IT), education and libraries. The quinary sector is thought to be related to the quaternary sector, but includes only the senior management levels. Top management in non-profit organizations, media, arts, culture, higher education, science and technology and government are all included in the quaternary economic sector.
There is no difficulty in compiling employment statistics for firms in the quaternary sector. However, providing data on the number of quaternary jobs is made more difficult by the fact that some of those employed will be in firms whose main purpose is something else. For example, personnel employed in R&D in a pharmaceutical company may well be classified to the pharmaceutical sector. It would be necessary to collect information from sub-units in firms - for example, from pay-points.
