In circulated condition both are worth 1 cent . Uncirculated 1983 cents are worth a bit more than 1988 ones but in either case they're common coins that sell for less than 50 cents except in the topmost grades.

My guess is that you mis-heard one of the many variations on a brain teaser, "Why are 1988 cents worth more than 1983 cents" (or some other dates). The reason is that when spoken instead of written, the wording can mean "1,983 cents ..." so the joke's answer is "because 1,983 cents are worth $19.83 but 1,988 cents are worth $19.88"
