But if you were a lower class family, you would probably not find the social structure fair at all because you are not getting enough money or food on your table so you wouldn't find the social structure fair at all. In that sense, there really is no hard and fast rule about what a fair number is. It's basically a saying to mean a considerable portion of a whole. For instance, if you were to say "A fair number of people are unhappy with the senator's policies," you're saying that there is a large percentage of the people in the state he was elected in don't agree with him, without giving an exact number.
