This can be due to various reasons:

From the country's side:

-Reluctance to join in the single currency (euro) scheme where they would lose control over their currency

-Reluctance to apply the common external tariff (especially on agriculture goods) that EU imposes on the members

-Political and social reasons.

From the EU side:

-Fear of the economy collapsing: Especially for smaller economies, the EU fears the addition of those countries would make the economy of the EU area weaker

-Political reason since being in EU means the member countries can trade and move freely between each other: influx of immigrants

-Geographical reasons: Not part of the Europe

In short, if the countries do not see profit in joining EU and if the EU do not see a profit in that country joining it, there would be no addition of new members.
