During the Seven Year's War France lost most of its overseas treasure to Great Britain. The resulting ecomnomic damage almost destroyed the monarchy. However, some of the economic was repaired in the 1760's by the minister, the duc de Choiseul but Louis XV left his successor, his grandson Louis XVI, a debt of 4000 million livres when he died in 1774. In 1788 the French government went bankrupt.
Unfortunately, yes, he was. He was too kind, to softhearted.
}The Burden of Debt- Louis XIV had left France In a horrific debt. Then the Sevens Years" war and the American Revolution started. Since the war broke out the cost of everything was exspensive. To cover-up the expenses the government borrowed more money.
France was basically bankrupt. King Louis XVI gave millions of dollars to the Americans in their fight for independence from England. Marie Antoinette spent money lavishly every day. King Louis XVI tried raising taxes on the Third Estate of France (the commoners )which was 97% of the population. The Third Estate revolted, broke away from the Estates General (the French legislature) and formed its own legislature, the National Assembly. After the storming of the Bastille, the National Assembly took control of the government and dramatically changed the tax structure of France.

Louis XVI and Marie Antoinette were the king and queen of France during the revolution until they were guillotined
The 'Treasury' of France was not empty as such during the Reign of Louis XVI. However, the economic condition was strained to a certain extent, mainly due to the support France was giving to the American Revolution. Other theories claim that it was the limitless spending and luxurious lifestyles that the people had to afford for the Royalty and the Aristocracy that was draining the coffers. The people at that time certainly believed so and pinned much of the blame for almost all on France's troubles on Queen Marie Antionette (wrongly so). The only crisis France faced at that time was a serious shortage of bread. Otherwise, under the reign of Louis XVI , France was one of the richest nations and a leading power of Europe (and the rest of the world).
