If you mean "what would be the effect of a glaciation on our civilization", because that may be the result of such a change in ocean currents. As happened at the beginning of the last glaciation, people would have to move to lower latitudes, you cannot farm on permafrost or ice 1km thick. If it is a small change such as the "Little Ice Age" we may not have to move if we can still buy food from elsewhere.
