Well, they would have to have failed a year of school at least twice to still be in middle school at age 16, since 8th grade is the highest grade in middle school and 16 year olds are supposed to be in 10th or 11th grade.
It is not really normal. Sixteen is driving and in high school. Fourteen may still be in middle school. And any sexual contact could be illegal.
There are no laws about dating. However, there are laws about sexual contact. And there is only one reason a 20 year old who is in college and out of high school would want to go out with someone that is still in middle school. And that would be very illegal.

Of course it is, there is people at my school (Middle School) that date people 2 years older than there own age.
8th grade is normally the last year of middle school, and most kids are 14 years old at the end of that year, except for the youngest ones with summer birthdays who are still 13. There are still some places that have "junior high school" rather than middle school, which is grades 7-9 instead of 6-8 or 7-8. So in that case the kids finishing 9th grade and leaving junior high would be 14 and 15 years old. But although that used to be the norm back in the day, most school systems nowadays do not do it like that.
