Within the word "disability " is the word "ability " and all students have areas where they have abilities. Your question assumes that if a person is " a slow learner " they aren't intelligent. This is insulting and not true. Also intelligences don't rub off on other people. We are born with a mean IQ of our parents and circumstances may determine if we develop normally. Abuse, lack of stimulus from the environment, parents not reading/talking/playing with a child, lack of proper diet, drugs in the environment, failure to thrive, accidents are all things that contribute to the growth of brain development and learning.
