Federal financial aid consists of:

Besides federal aid, there are also:

D. scholarships offered by private organizations (which you have to compete for)

E. private loans (which are harder to get and often cost more to repay)

As far as I know, the only form of aid which you absolutely cannot get for a second undergraduate degree is type A - Federal (Pell) grants are limited to the first undergraduate degree only. Everything else is still theoretically open to you - federal loans and work-study, private scholarships and loans.

There are some restrictions. For instance, there is a "cap" on federal (Stafford) loans. If you've used up your entire allowable amount, you're no longer eligible, whether it's your first degree or your second.

In other words, it's a complicated picture. If you're considering going back for a second bachelor's degree, you should talk with someone at the college you're considering and find out where to get more detailed answers about your eligibility for aid. And you can always fill out the FAFSA (federal aid form) and see what happens - there's no charge to file and you can do it online.
