Definitely not. The 82 footprint doesn't go much south of Interstate 80.
It was built to receive the signal from the first commercial communications satellite Telstar. Goonhilly was built in the far south-west of England so as to be as close as possible to the USA, where signals were being transmitted to and from.
For TV satellite, it is typically faced south west. At least in my area of Pennsylvania.
Most communication satellites orbit at or near the equator. In the northern hemisphere this is obviously to the south. In the southern hemisphere it is to the north, so the dishes would point north.
It does need to be facing south west to pick up the best quality signal i know this from being a long time direct tv user
