I'd say Japan based on the information presented by anthropology professor. They even give kids homework during summer vacation so they won't "fall behind".

Response answer:

In South Korea, kids do homework during summer vacation 3 times as hard to not fall behind. They do it so much by themselves normally public schools give out 0 homework, during the summer and at normal times. In an overall test in reading, writing, science, mathematics , etc; South korea scored #1 in all except they scored 3rd in writing.

Why do occupational exposure standards differ from country to country?

Since "country" is the highest level of government. Here in the U.S.A. our agency for occupational safety agency is O.S.H.A(www.osha.gov) but they have no jurisdiction outside our country. Same holds true for every country. There maybe treaties between countries with agreed minimum safety standards for workers.
