Stalin, on NKVD advice, launched a renewal of soviet science, often selecting gulag scientists. Of course Stalin's achievement was virtually wiped from the record. But without Stalin's encouragement the USSR would have rapidly collapsed in the mod fifties instead of 1990. Whether or not this was a good thing requires history to judge impartially.
