If you are asking about the USA, yes they certainly did. But the rules about child labor and about the age when you could drop out were different in some parts of the country. Still, it was mandatory for kids to at least get to the 8th grade, and many more were going past high school and starting college. Of course, the early to mid-1940s were the time of World War II, and many young men dropped out to join the military. But by the late 1940s, getting an education (and preparing for either college or vocational school) became a priority again.
