This depends on where you live. If you live in a larger city with public transportation, not as many high schoolers are driving because it's not as important to them. There are plenty of other ways to get around.
However if you live in a rural area or a suburban area that does not have public transportation, it is very different. In these areas, a large majority of high school juniors are driving.
Back in my high school, most of the juniors were either 16 or 17.
At most high schools, juniors are allowed to play on junior varsity teams. If you are good enough to make the team, you should be able to play.
Depends on their age and where they live. If in an urban area they could walk or ride a bus. In rural areas they would most likely ride a bus until they are old enough to drive or get rides from friends who drive.
There are plenty, just make sure you don't accidently apply for scholarships not for your grad year. Most scholarships for grades lower than graduating seniors are essay scholarships and the like.
