Yes, some colleges make it a requirement. My wife is in a top Ivy League university and they required her to pass a swim test. Luckily she's a good swimmer. I don't know exactly why they do this. This really depends on the college. In the event a person is disabled a public college or University can NOT require any form of physical activity for admissions as it is a violation of the Americans with Disabilities Act. A fear of water IS a disability. This kind of requirement would depend a lot on the cirriculum you are going to study. A siming test might make sense for a physical education major, but not very much for a music major.
