There is no rule of thumb here, however give what you can afford. If half brother is still looking for work, has other obligations, etc (loans come to mind) then I see nothing wrong (unless you can't afford it) to give at leat $100. If you gift, then do something practical. Nice watch? Nice appliance for apartment?
