When children are younger, parents can make them go to school by making sure they get on the bus, driving them to school, etc. Usually, though, problems with attendance don't begin until children are older, possibly middle school age, but more so high school age, when it's difficult to make them go. At that point, government officials usually step in, but still, if a high school student doesn't care to go to school, chances of him or her learning much after being made to go are slim.
Rather than make them go, a more productive approach is to talk to them and find out why they do not want to attend. They could be bored, see no point to what they are being taught, feel as if they are failures, or any number of things. It could even be that they feel as if they are in a power struggle and are rebelling. Getting to the root causes and getting the student's cooperation is much more likely to produce positive results than making them attend, especially when the root problems need to be addressed in order for them to learn once they are there.
This is not to say that parents and school officials should let the student off the hook about attendance. It just means that getting to the root cause of the problems is much more likely to get them to learn once they attend than simply forcing students to be in school physically.
