I've had to do this before, for reasons I won't get into...
Open the notebook to where you want to place the page. Now get a piece of scotch tape (the thinner the better) equal to the length of the page. If needed, stick the tape to a surface and use a ruler and razor to thin it.
Now take the tape and with the sticky side up, insert it into the spiral bounding above the other sheet edges, so that it creates a sort of U shape. Carefully do this until it's completely inserted.
Once your done, take the edges of the ripped sheet, and using something small (pen or pencil tip?) place the damaged portions inside the groove of the U shaped tape. Finally, take whatever you used to place the ripped edges in, to fold the tape over between the spirals and Voila!
That sheets not going anywhere ^.^
