Using the modern meaning of the word "Jewish" as someone who practices/practiced Judaism, There was not tribe that was Hebrew but not Jewish, because Jewish and Hebrew are basically the same ethnicity.Note: Historically the word "Jew" originated as a description of the members of the tribe of Judah only. If you are a stickler for this meaning, then only the people of the Hebrew tribe of Judah were Jews, and the other 11 Hebrew tribes were Benjaminites, Reubenites, Gadites, etc.

First don't make the mistake of assuming all Israel are Jews.... Which many people do. There are 12 tribes of Israel and Judah (Jews) is but one tribe. Further the tribe of Judah was not the tribe of the priests, it was the tribe of the kings of Judah. The people of the tribe of Judah who resided in Jerusalem with the tribe of Benjamin spoke Hebrew, until the time of Alexander the Great and later his general Ptolemy who forced the Greek language upon the people under their rule. This is why one observes the text shift from Hebrew to Greek between the old and New testaments.

The meaning of the name Judah is "thankful". Judah's mother Leyah said the word upon Judah's birth. The exact phrase was "This time I will thank the Lord," and named her son Judah. It comes from the word "Todah" which is "thank you". Interestingly enough, the word "Hod" in Hebrew means majesty, which is a similar root to the Hebrew "Yehuda" or Judah, and the royal line also passes through the tribe of Judah. What came first is a bigger question, "hod" or "yehuda".

A:Jews are notionally descendants ofthe tribe of Judah, which is traditionally believed to have formed from the descendants of Judah, who lived around 1800 BCE. It is historically true that the first Jews were of the tribe of Judah. However, modern historians say that they, and the other Hebrew tribes who inhabited the Canaanite hinterland from about 1250 onwards, were really Canaanites who left the region of the rich coastal cities and settled in the hitherto sparsely populated hinterland. King David was born in Judah, and his family were all from the tribe of Ephraim.
