The markings on the top and bottom of the letters are called diacritics. They are the short vowels in arabic. It is read right to left. The first letter is called laam and the diacritic is called kesra and makes a short "i" sound, the second letter is called noon and the diacritic above it is called a fatha and makes both a short "a" or short "e" sound depending on the region that the speaker is from, the last letter is called taa and the diacritic above it is called a sukuun and it makes no sound (in so much as it stops the sound following the "t" sound).
