The easiest way to go about it is to get an electric treadmill, and set the speed to a relativly slow one. Make sure the person has the safety key around her/his neck, to stop the machine should they fall, and in the first couple of month someone always has to be there to supervise, until the person gets the hang of it.

You can start by going to a near by park and taking the person with you, enough times that she or he can memorise the path he or she will jog in, the person should always carry aroung an indicator that they are visually empaired, to make the process easier for the person and the people around him/her.
