In order to write in the style of another writer, you must know what that writer's style is. You need to not just read some stuff that they have written, but analyze it for writing style and voice. Do they have any quirks or pet word that they use? What kinds of words do they use when they write? Do they use short sentences or long sentences? How do they present their points and support them?
To write a paragraph in a citation, include the author's last name and the page number in parentheses at the end of the paragraph. If there is no author, use the title of the source. Make sure to also include a full citation in the bibliography or works cited page, following the appropriate citation style (such as APA or MLA).
You write it the same way as you'd say it if you met the author in person, except that you can polish your words when written.

You do not want to change verb tense in one paragraph. Each paragraph you write needs to be about one subject, and when you change tense, you have changed from one time to another. Any time you change time, place, speaker, or idea, you need to make a new paragraph.
