This depends on force to force. Not many forces will let cadets go out on patrol at 14. Some forces let cadets go out on patrol at 16, but have to be trained at first aid and radio usage. Some forces don't let cadets go on patrol at all, and some forces just an observer.

Sea cadets have many functions the do activities such as sailing, power boating and navigation to build their confidence on sea. The are also involved with public safety and rescue services.
No, all of the branches do not have a Corps of Cadets in the same sense that the main campus does. The Galveston branch has a unit. And many of the branches have ROTC units for the various services.
The best way to tell your parents you want to quit the cadets is to cit them down and explain what is going on. Many parents will understand completely.
