An Associate degree usually takes two years; a Bachelor degree usually takes four. A Master degree may take one year beyond the Bachelor degree and a Doctorate three or four years beyond the Bachelor degree. These numbers are typical, but it all depends on how hard a person studies; some can do it in less time, others need more time due to financial or other reasons.

In the Netherlands, for most programs a bachelor degree takes a minimum of three years. A master degree takes at least one year. Exceptions are there, where The Bachelor takes for example four years. A research master usually takes two years.

In an absolute sense, one never "finishes" university, as some people continue to study and gain additional degrees for the rest of their lives.
