It depends on the student - some kids can learn all they need while working at school, but some kids need extra practice that they can't finish at school
In my opinion studying is much more effective. Homework helps you to better understand the work from class. Some subjects like math and science require practice in order for you to become really good at them, so homework is more important than "studying." Studying only works if you understand what you are studying, which is where homework can help.

Some kids don't understand that homework is practice and will help them do better in school, so they choose to spend their time playing instead of doing the work.
It depends on the person. When I used to do homework, it did somewhat improve study habits because I always made space for homework, why not studying? Plus, homework improves academic performace only if you understand the subject, if not, it is just a waste of time on your part. Homework evaluates whether you know the material or not.
