They're a diploma mill.
They claim to award degrees based on "life experience" rather than traditional classes.
Their website appears to studiously avoid revealing information about their accreditation and instead focuses on stating that their degrees are "legal" and that they "appear just as they would if you had graduated from a traditional university." The question you should be asking yourself is: what legitimate university would feel a need to make those statements?
(To be fair: accreditation often has at least as much, if not more, to do with bureaucracy... the operation of the school, including things like "diversity" and "strategic plans" ... than it has to do with the actual quality of education provided. However, since the degrees are awarded based on "life experience," there IS no education provided by this particular institution; you pays your fee and you gets your degree... after "evaluation," whatever that actually means; I strongly suspect it means "we evaluated your check, and it cleared, so you wanted a Ph.D. in Neurosurgery? Done!")
Their website also contains the slogan (in the banner at the top) "Get Degree Which You Deserve!" which, admittedly, may be more of a reflection of the distractedness of the web designer than on the quality of the institution as a whole, but is still pretty funny for a "university."
