I suggest you buy earplugs from the chemist for a couple of dollars and study in your bedroom with the door closed or you can study in the library. The best way to study is to do an hour everyday after you get home from school. Try and use the same spot. If you have a desk keep it clear. Or you can sit on your bed. I also suggest you tell your parents your having trouble studying and ask them what they suggest you and they could do about it.

I applaud you for wanting to study when your 12. It's really important for your future.

Answer:
Perhaps you could use earphones with your computer or iPod (or similar) to play masking music or "Tranquility" noises to block out the sounds. However - once out in the world of work you'll find offices and labs are just as noisy as your home. The best thing to do is practice learning to ignore this background clatter.
