Raccoons are not natives to Japan. If any raccoons are in Japan, they are escaped pets.
Raccoons are considered wildlife and many states forbid the keeping of wild animals as pets. Some allow raccoons as pets but only with a special permit. You need to check local regulations. Even if a state allows them as pets, some towns ad cities do not.
I have raised dozens of orphaned raccoons for a wildlife rescue group over the years and do not recommend keeping them as pets. While still babies, they can be quite affectionate and gentle. However, as they mature, their temperament can be unpredictable and they can be vicious. Many states and municipalities prohibit the keeping of any native wildlife.

The Texas Parks and Wildlife Department does not give an estimated population for raccoons. They do say that even though bobcats and coyotes prey on them for food, that the number of raccoons in Texas is not in decline.
Raccoons are not *native* to England, but they definitely *do* live in the wild there! Brits have been importing them from North America for pets, especially since the 2007 change to the law, which says that that licenses are no longer required. Escaped and abandoned raccoons are now showing up and raiding trash cans, bird nests, and gardens. England is quickly heading the way of Germany - where two raccoons imported in the 1930s have now swelled to close to a million (and the songbird population is suffering. Raccoons do love eggs!)
