You must apply for an SAT (or ACT) waiver through your High School counselor. You will receive a number to use on your online registration. You can't use a waiver on a late registration.
The dates for the SAT should be located at your school. There should also be a list of all the centers and schools that are giving the SAT and the time and date.
To register for the SAT, visit the College Board website and create an account. Complete the registration process, which includes providing personal information, choosing a test date and location, and paying the registration fee. You will receive a confirmation email once registration is complete.
You will find test dates and their respective deadlines on the following web site: http://professionals.collegeboard.com/testing/sat-reasoning/register/test-dates More so you will find important information you need to know regarding the registration deadlines.
The registration deadline does prevent students from missing it, however, students are expected to remember testing dates and these dates are easily accessible online for those who forget them: http://professionals.collegeboard.com/testing/sat-reasoning/register/test-dates
SAT test centers are often high schools. All test center and their codes can be found online at CollegeBoard.com, the site where students register for the SAT. Students who are unable to register online should obtain a registration booklet from the guidance counseling office at their area high school. Test centers and codes will be listed in the registration book as well.
You sent in a form with mandatory information missing.
You certainly can, they have a website which will run you through some practice tests (monitored by a tutor / proctor) and then you can register for the actual SAT itself. It's all explained here http://www.kaptest.com/College/SAT/comparison.html
