No. The school does not set the time or ending of the school day and has no control over it. The times are set by the state and the state audits the school down to the second to make sure they comply with the state mandate. If a school started later they would have to go later in the day to make up the time.

School should start later in the day because of the crucial fact that not only do ages in elementary and middle school get enough sleep to preform at their top preformance, but high schoolers need it too. Studies state that though teens should average 9 1/4 hours of sleep, most end up averaging at most 7 hours of sleep, which causes them to not do as well during that next day in school!
You may be asking, "But isn't that their fault?". Well, its actually due to the amount of schoolwork that school assigns and how late it makes teens need to stay up in order to complete them all. As a society, we've made it normal for students to have to stay up late, or even pull all-nighter's, to finish all of their assignments, but this isn't right. It isn't healthy, nor is it fun, for students to have to be sluggish all day and risk catching sickness in order to complete the requirements of class, so clearly something must change. Either the assignment amount or the time they go in, which I particularly think the ladder option is better.

This also clarifies that it decreases a teens ability to cope with stress, meaning that it not only hurts our physical well being, but our mental well being as well.

Later in the morning. Teens at the age of a high school student need more sleep and are not at their best early in the morning like elementary students. Think about it, who is up first on the weekends? The teenager or the elementary kid? Obviously the elementary student who is up at 5:30-6:00 watching cartoons. Its been proven that a teenagers body needs more sleep, so why have them start early in the morning? The later, the better they will do in their studies.
